Section 2. Permit Policy
No permit shall be issued for any purpose which will nullify the intent of this by-law and will endanger the public health or safety, or constitute a nuisance or will result in detriment to neighboring properties or interfere with the occupants thereof in the reasonable use and enjoyment of their properties by reason of dust, noise, vibration, traffic or drainage conditions.
