Conservation Commission Meeting Minutes 9/11/19

New Hearings & Meetings (First Come First Served):

Notice of Intent filed by Hume Lake Christian Camps of 73 Chestnut Hill Road for the proposed construction and associated site work of a two-story, Lodge Building.  The proposed project is within the mapped region of the Scenic Mountain Act.

Jackson Alberti from Foresight Land Services & Terry Hemsley of Hume Lake Christian Camps briefed the MCC on the proposed project.  A small amount of tree clearing will be replaced with some proposed evergreens and deciduous trees.  KW questioned the ownership of Maurie Hill which is in clear view of the proposed lodge and the variety of the Evergreens and the deciduous trees.  The plant listing is on the plan but not noted in the narrative.  Approved with SMA Standard Order of Conditions.  kw/md MSV.

 

Request for Determination filed by Hume Lake Christian Camps of 73 Chestnut Hill Road for the proposed construction and associated site work of a two-story, Lodge Building.  The proposed project is within the 100’ buffer of a Bordering Vegetated Wetlands.

Request for Determination filed by George Crocco of 8 Point Rd for the proposed removal of two decaying trees within the buffer zone of Lake Garfield.

KW & MD conducted a site visit prior to the meeting and briefed the MCC on the trees proposed to be removed. Approved with a N3. kw/md MSV.

 

Request for Determination filed by Martin & Janet Feldman of 28 Sylvan Rd. for the proposed installation of a septic system within the buffer zone of Lake Garfield.

Chris Tryon of Berkshire Geo Technologies representing the applicant briefed the MCC on the proposed project.  Approved with a N3 with special conditions.. kw/md MSV.

 

Notice of Intent filed by Jeremy Rawitz of 165 Steven’s Lake Way for the proposed clearing of 600 SF of vegetation within the buffer zone of Steven’s Lake.

Due to a lack of a quorum the hearing is continued to the next meeting.  md/kw MSV.

 

Enforcement and Emergency Orders:

0 Lime Rock Lane – EO – unpermitted activity – update

KW explained that the applicant has requested to continue the EO update to the next meeting.  The applicant has retained council and a wetland scientist.  The wetland scientist has requested that a site visit be conducted with MCC to flag the downed trees in question.  KW will schedule a site visit with the wetland scientist and MCC in the next week. A restoration plan will be submitted at the next meeting.  Peter Close of Monterey asked to be briefed on the EO.  Continued till the next meeting. kw/jr MSV.

 

18 Bidwell Rd- Frace – EO – unpermitted activity – update

The MCC should be receiving a restoration plan once the lake is drawn down after October 15th.

Nomination and approval of Chair – Jeremy Rawitz was nominated and approved as Chair for the reminder of FY20.  kw/jr MSV

Roy Carwile of Monterey introduced himself and is interested in joining the Conservation Commission. The MCC encouraged Mr. Carwile to seek the appointment from the BOS.
