PUBLIC HEARING/MEETING

New Hearings & Meetings:

PUBLIC HEARING:  Notice of Intent filed by Cutick of 525 Main Rd, Map 106, Lot 004 for the proposed associated site work and installation of a new bulk head within the resource area of Lake Garfield.

Mr. Cutick briefed the cc on the proposed project.  The hearing is continued to the next meeting.  PC/NT MSV.

PUBLIC HEARING: Notice of Intent filed by Levin of 30 Elephant Rock Rd, Map 105, Lot 36 for the proposed associated site work for bank stabilization within the resource area of Lake Garfield.

Mr. Levin briefed the CC on the proposed project.  Mr. Levin owns 100ft of lake frontage. He calculated that 10 percent is 10 feet on this project so approval from NHESP can be waived if under 10 percent. Natural stone will be used and no artificial material will be used.  Plantings will be used in between the stones mimicking what is currently there.  JR conducted a site visit prior to the hearing.  Large flat stones will be used for entering the lake.  No gravel or base will be placed underneath the large stepping stones.  Plantings are unclear.  Transporting the large stones will be done by hand.  A contractor has not been chosen.

Commission would like to see more detail in the plan.  The hearing is continued to next meeting.  PC/NT MSV

PUBLIC MEETING: Request for Determination filed by Johnson of 140 Main Rd, Map 827, Lot 027, for the proposed removal of a tree within the buffer zone of Stevens Lake.

Members conducted a site visit.  The tree is decayed.  A N3 determination was approved.  PC/NT

PUBLIC MEETING: Request for Determination filed by Frank of 40 Sylvan Rd, Map 102, Lot 30, for the removal of a decaying tree within the buffer zone of Lake Garfield.

Amendments:

DEP File# 230-292, Simkowitz – Amendment to Order of Conditions

Dana Bixley of Bixley Architecture, Matthew Puntin of SK Design, Will Cromwell, Project Manager attended the meeting.  Puntin briefed the CC on the proposed amendment.  PC questioned the pipes draining into the wetland.  Puntin explained that the daylighting of the drainage was approved with the OOC.  PC would like to see some rip rap under the drainage pipes.  A more detailed plan will be submitted outlining the amendment proposal.  Pc/NT MSV.

DEP File # 230-290 – Town of Monterey Library – Amendment to Order of Conditions

Mark briefed the CC on the progress.  Rain Garden is due to be completed.   Would like to change the monuments to fencing proposing a locus split rail fence.  Condition #43 – the fence would be the permanent boundry.  The amendment proposal will be submitted to the CC for the next meeting.

DEP File #000-000 – Heinman – amendment to Order of Conditions

Jackson Alberti of Foresight Land Services briefed the CC on the minor amendment that includes a correction of the location of the home in the buffer zone.  The minor amendment was approved.  PC/NT MSV
