Conservation Commission Meeting Minutes 5/8/19

The meeting convened at 6:00 pm

 

HEARINGS WERE HELD ON A FIRST COME, FIRST SERVE

 

18 BIDWELL – ENFORCEMENT ORDER – UPDATE

MATT SCHWESBERG WAS IN ATTENDANCE REPRESENTING THE PROPERTY OWNERS.  A SITE VISIT WAS DONE EARLIER IN THE DAY BY THE COMMISSION WITH MR. SCHWESBERG.  MR. SCHWESBERG EXPLAINED THE PLAN TO EXTEND THE BULKHEAD WITH STONE AND FILTER FABRIC AND PLACE SUFFICIENT EROSION AND SEDIMENT CONTROLS TO PROTECT THE BOATHOUSE.  A PLAN WILL BE SUBMITTED BY THE NEXT MEETING FOR THE RESTORATION.

20 SYLVAN RD – OPPENHEIMER – RDA PROPOSED CONSTRUCTION AND RELATED SITE WORK OF A NEW ADDITION 42 X 28 TO THE SOUTH EAST CORNER OF THE EXISTING HOME WITHIN LAKE GARFIELD.

PAUL CLARK OF CLARK ENGINEERING WAS IN ATTENDANCE REPRESENTING THE PROPERTY OWNERS AND BRIEFED THE COMMISSION ON THE PROJECT.   KW INFORMED THE COMMISSION THAT THE SEPTIC REPLACEMENT WAS NOT IN THE NARRATIVE FOR THE RDA.  MR. CLARK EROSION CONTROL WAS DRAFTED BY ML ON THE PLAN.  THE PROJECT WAS APPROVED WITH A N3 WITH SPECIAL CONDITIONS.

24 LAKESIDE TERRACE – LAKESIDE NOMINEE REALTY TRUST – RDA – PROPOSED CONSTRUCTION OF A GARAGE AND REPLACEMENT OF GUARDRAIL POSTS OF EXISTING DRIVEWAY BRIDGE.

SHANNON BOOMSMA FROM WHITE ENGINEERING WAS IN ATTENDANCE REPRESENTING THE PROPERTY OWNER AND BRIEFED THE COMMISSION ON THE PROJECT.  THE PROJECT WAS APPROVED WITH A N3 WITH SPECIAL CONDITIONS.

CHARCOAL LANE –SABORSKI- NOI – DEP # 230-0297 - PROPOSED CONSTRCTION AND SITE WORK OF A NEW HOUSE.

THIS WAS A CONTINUED HEARING. MIKE KULIG FROM BERKSHIRE ENGINEERING WAS IN ATTENDANCE REPRESENTING THE PROPERTY OWNERS.  MR. KULIG RECEIVED APPROVAL FROM NHESP ON THE PROPOSED PROJECT.  THERE WAS NO COMMENTS FROM THE PUBLIC OR THE COMMISSION. THE PROJECT WAS APPROVED WITH SPECIAL CONDITIONS.

100 GOULD RD – GOULD FARM – CERTIFICATE OF COMPLIANCE – DEP FILE #230-021

MEMBERS APPROVED THE CERTIFICATE OF COMPLIANCE.

 

4 POINT RD – QUAGLIATA – ENFORCEMENT ORDER – UNPERMITTED ACTIVITY

KW INFORMED THE MEMBERS THAT A PLAN WAS SUBMITTED BY CHRIS TYRON AND THAT ANY RESTORATION WOULD HAVE TO BE PERFORMED IN THE FALL DUE TO THE LAKE BEING FILLED.  THE COMMISSION WILL BE INFORMED OF THE START OF THE RESTORATION BY ME. TYRON.

6 POINT RD – GREENWALD – ENFORCEMENT ORDER – UNPERMITTED ACTIVITY

KW INFORMED THE MEMBERS THAT THE PROPERTY OWNERS HAVE RETAINED COUNSEL AND THAT THEY AND THE PROPERTY OWNERS COULD NOT ATTEND THE SCHEDULED MEETING.  KW INFORMED THE MEMBERS THAT THE EO HAS NOT BEEN CONTINUED OR EXTENDED SO THE CONDITIONS HAVE NOT BEEN COMPLIED WITH.
