HEARINGS AND MEETINGS:

WPA NOI, 4 Sylvan Rd, Map/Lot 101/047 for the proposed construction of a single-family home, dock, and associated site work within the buffer and resource area of Lake Garfield.

APPLICANT CHRIS TRYON OF BERKSHIRE GEO TECH BRIEFED THE MEMBERS ON THE PROPOSED PROJECT.  REVISIONS INCLUDING A DOCK PLAN WERE NOT SUBMITTED WITH THE NOI.  KM QUESTIONED THE SIZE OF THE PROPOSED SINGLE-FAMILY HOME.  NW QUESTIONED EXTENT OF TREE CLEARING.  KW COMMENTED PROPOSED TREE CLEARING OUTSIDE WPA JURISDICTION MAY NEED TO SUBMIT A SMA APPLCIATION DEPENDING ON MAPPING AND EXTENT OF SLOPE.  NW COMMENTED LACK OF ENGINEER STAMPED PLANS A REQUIREMENT FOR AN NOI. MARK STINSON OF DEP CLARIFIED DEP COMMENTS SUBMTTED FOR THE PROJECT.  MIKE PARSONS OF KELLY, GRANGER, AND PARSONS ASSOC. COMMENTED THAT THE REGULATIONS REQUIRE ENGINEER STAMP DRAWINGS.  THE HEARING WAS CONTINUED TO THE NEXT MEETING.

WPA NOI, Phelps Rd, Map/Lot 103/38, for the proposed construction of a single-family home and associated site work within riparian of perennial stream.

CHRIS TRYON OF BERKSHIRE GEO TECH BRIEFED THE MEMBERS ON THE PROPOSED PROJECT.  TRYON INFORMED DELINEATION HAS NOT BEEN COMPLETED AND HAS BEEN SCHEDULED WITH STOCKMAN ASSOC.  ENGINEERING DRAWINGS ARE NOT INCLUDED.  NW QUESTIONED EXTENT OF TREES TO BE REMOVED AND WOULD LIKE THE TREE CLEARING TO BE DEFINED ON THE PLAN. KM COMMENTED THE LACK OF A PLANTING PLAN.

NW QUESTIONED THE LACK OF DEFINED TREE CLEARING ON THE PLAN AND SURVEY.  TRYON COMMENTED THAT THE SURVEY PROVIDED WAS A TOPO SURVEY.

MIKE PARSONS OF KELLY, GRANGER AND PARSONS ASSOC., REPRESENTATIVE FOR THE ABUTTERS (PADALINO) MADE THE FOLLOWING COMMENTS ON THE PROPOSED PROJECT:

LACK OF A REQUIRED STAMPED PLAN WHICH IS TO PROTECT THE COMMISSION AND THE PROPERTY OWNER:  PARCEL BOUNDRY LINES ARE NOT A RESULT OF AN ENGINEER SURVEY AND INCORRECTLY SHOWS THE PROPERTY LINES WHICH ARE 9 TO 10 FEET TOO CLOSE TO THE ABUTTER;

PLAN SHOWS A TIGHT LOT WHICH COULD BE A ISSUE FOR THE SITE FOR CONSTRUCTION; SITE IS VERY FLAT AND THE 100 YEAR FLOOD PLAN IS MISREPRESENTED ON THE PLAN; PARSONS PROVIDED MAPS SHOWING THAT THE ENTIRE PROPERTY IS IN A FLOOD PLAIN; ELEVATION CERTIFICATE IS INCORRECT; REQUIRED COMPENSATORY FLOOD STORAGE IS LACKING ON THE PLAN; THE PLAN SHOWS A FLAT LEACHING FIELD, A PROBLEM IN A HIGH-WATER TABLE FOR THE SITE; LACK OF PERC RESULTS FROM BOH; NOI DOES NOT ADDRESS WETLANDS ACROSS STREET.

ABUTTER PADALINO COMMENTED ON THE DIFFICULT PERMITTING REQUIREMENTS FOR A PREVIOUS RESTORATION PLAN FOR HIS PROPERTY AND BELIEVES THAT THIS PROPOSED PROJECT SHOULD BE HELD TO THE SAME STANDARDS.  THE HEARING WAS CONTINUED TO THE NEXT MEETING KM/NW MSV.

WPA RDA, 11 Lime Rock, Map/Lot 102/68 for the proposed pesticide treatment within the buffer zone of Lake Garfield.

APPLICANT WAS ABSENT.   NW WOULD LIKE TO HAVE THE PRODUCT PROPOSED TO BE USED LISTED ON THE APPLICATION.  KW WILL REACH OUT TO APPLICANT.   REQUEST CONTINUED TO NEXT MEETING KM/NW MSV

WPA RDA, 0 Main Rd, Map/Lot 227/19 filed by Ann Canning for the proposed associated site work for a single-family home.

APPLICANT PROVIDED DELINATION REPORT BUT NOT IN TIME FOR REVIEW PRIOR TO THE MEETING.  REQUEST CONTINUSED TO NEXT MEETING KM/NW MSV

New:

WPA RDA, 6 Point Rd, Map/Lot 102/034 for the proposed removal of a hazardous tree within the buffer zone of Lake Garfield.

AN EMERGENCY PERMIT WAS ISSUED FOR REMOVAL OF THE TREE PRIOR TO THE MEETING.  A N3 WAS ISSUED.

KM/NW MSV

WPA RDA, 0 Main Rd (Bidwell Park), Map/Lot 107/046 for the proposed planting improvements in the riparian of Konkapot River.

MS. MOOREHOUSE OF BERKSHIRE BRIEFED THE MEMBERS ON THE PROPOSED PROJECT.  NW QUESTIONED THE NUMBER OF TREES TO BE REPLANTED LISTED ON SIGNAGE AT THE PARK.  MOOREHOUSE STATED THE SIGNAGE IS INCORRECT AND IS ACTUALLY THE NUMBER OF SHRUBS AND PERRINIALS PROPOSED.  DENNIS LYNCH OF FRIENDS OF LAKE GARFIELD COMMENTED THAT THE GROUP SUPPORTS THE PROJECT.  THE PROJECT WAS APPROVED WITH A N2.  NW/KW MSV

WPA RDA, 8 Laurel Banks Rd, Map/Lot 113/041for the proposed removal of trees in the buffer zone of Lake Buel.

APPLICANT WAS ABSENT FROM THE MEETING.  NW AND KW COMMENTED THAT IT WAS UNCLEAR WHICH TREES WERE TO BE REMOVED AT THE SITE.  REQUEST WAS CONTINUED TO NEXT MEETING. NW/KM MSV

WPA RDA, 0 Hupi Rd, Map/Lot 103/023 for the proposed removal of hazardous trees in the buffer zone of Lake Garfield. APPLICANT WAS ABSENT FROM THE MEETING.  NW/KM MADE AN UNSUCCESSFUL SITE VISIT ATTEMPT.  REQUEST WAS CONTINUED TO NEXT MEETING.  NW/KM MSV

HILLARY KENYON REPRESENTATIVE FOR THE LAKE GARFIELD WORKING GROUP WAS PRESENT REMOTELY AND BRIEFED THE COMMISSION ON THE CURRENT ORDER, A PROPOSED NEW NOI BEING CURRENTLY DRAFTED, AND THE NEED FOR THE EXTENSION.  COMMISSION WOULD LIKE DPW TO PROVIDE A DPW REPORT INCLUDING INFORMATION OF DRAWDOWN RATE AND FILL LEVELS, OBTAINING A GAGE FOR MONITORING.  THE EXTENSION WAS APPOVED FOR ONE YEAR.  NW/KM MSV
