New Hearings & Meetings:

PUBLIC HEARING:  Notice of Intent filed by Reiner of 64 Worth Lane, Map 103, Lot 56 for the proposed associated site work and installation of a new dock within the resource area of Lake Garfield.

Matt Puntin (MP) of SK Design briefed the commission on the project.  Puntin addressed DEP comments. 

PC questioned the material and the size of the proposed dock and if the material is going to have gaps.  MP could not answer.  PC questioned the lawn turf on the bank of the lake and if it is permitted.  Agent advised that vegetation should be a buffer for the lake and that vegetation can be conditioned if the members felt so.  The NOI was approved with conditions.  PC/NT MSV

PUBLIC HEARING: Notice of Intent filed by Heinman of 523 Main Rd, Map 106, Lot 003 for the proposed associated site work and construction of a single family home, garage, dock and related other work within the buffer zone of Lake Garfield.

Jackson Alberti of Foresight Land Services briefed the members on the proposed project. DEP Comments were addressed.  The NOI was approved with conditions.  PC/NT MSV

PUBLIC MEETING: Request for Determination filed by Gillam of 16 Bidwell Rd, Map 109, Lot 32, for the proposed removal of trees within 200 ft. riverfront.

Agent briefed the commission on the proposed removal of trees that pose a threat of emergency vehicles accessing the property.  The request was approved with a N3 with the condition that all open orders are closed out by the property owner.  PC/NT MSV

PUBLIC MEETING: Request for Determination filed by Spector-Brind of 153 Hupi Rd, Map 103, Lot 30, for the proposed associated site work and construction of a garage within the buffer zone of vegetated wetland.

Mike Parsons of Kelly, Granger, and Parsons briefed the commission on the proposed project.  It was suggested that the proposed metal roof could be pitched towards the wetland to help with run off.  The request was approved with a N3 with conditions and as noted on the revised plan. PC/MD MSV

SMA PUBLIC MEETING: Request for Determination filed by Margol of 300 Beartown Mt. Rd, Map, 204, Lot 13 for the proposed removal of trees within the Scenic Mountain Act mapped region.

The property owner briefed the commission on the proposed removal of the trees that pose a threat of structural damage.  The removal of trees was approved with a N4 with the condition that the stumps remain.  PC/NT MSV

 

Continued Hearings & Meetings:

PUBLIC HEARING:  Notice of Intent filed by Merlis of Old Beartown Mountain Rd, Map 217, Lot 21 for the proposed associated site work for a new driveway within BVW and buffer zone of an intermittent stream.

Mike Kulig briefed the commission on the proposed project and clarified the location of the driveway.  The WPA NOI was approved with special conditions and that the OOC will only include work within the 100 ft buffer of the WPA jurisdiction.  Any work outside of the WPA jurisdiction will require a SMA NOI  PC/MD  MSV

 

Enforcement Orders and Emergency Certs:

Enforcement – Camp Half Moon – Potential Wetland Violation – continued

A Enforcement Order will be issued to remove the pallets from the bank and to leave the area to re-vegetate.

Enforcement – 36 Camp Half Moon, Map 111, Lot 17- Potential Wetland Violation

A Enforcement Order will be issued for the property owners to attend the next meeting.

Enforcement – 70 & 80 Williams Lane – Wetland Violation

Brett Chamberlain (property owner) and John Diaz (contractor)  attended the meeting virtually.  A wetland scjentist will be retained to delineate the wetland boundries.  The EO will be continued to the next meeting 

 

Extensions:

DEP File # 230-287, 10 Northwest Cove- continued

A one year extension was approved. PC/MD  MSV

DEP File # 230-288, Town of Monterey- Highway Dept.

Rawitz requested the HWY to attend the next meeting.  The request to be continued to the next meeting. PC/NT  MSV

 

Amendments:

DEP File# 230-0296, Gould Farm

The minor change to the OOC was approved.  A memo will be attached to the OOC and issued to the applicant.PC/MD  MSV

 

Misc.:

Hume New England Stockman Report was reviewed.
