Capital Plan

Budget

Present – Rebecca Wolin, Jon Sylbert, Michele Miller

We reviewed the capital plan that was sent to us from Mellissa regarding capital purchases.

We noticed that Monterey is still purchasing computers every 3 years which is now unnecessary as the computers are connected to a server and only needs additional memory or ram.  It was suggested lower the requests for new computers to just computer supplies and upgrades.  It was also noted that the request for the truck from the DPW still has 4 years of life based on the capital plan. 

Michele said she wanted to work further on the capital plan as capital purchases are our biggest costs for a single item. 

We were sent a draft of the select boards budget process that Don wrote up and sent out to all the department heads and committee chairs which cuts the finance committee out of the entire process.  Per town bylaws and the state statue the finance committee responsibility is to prepare and present the budget at town meeting, monitor the budget, and make transfers.  The select board would like to side step both the town bylaws and state law. 

A letter was sent to the select board asking to discuss this at the next joint meeting.
