Attendees: M Miller, F Abbott, I Marcus, M Noe
Committee Process was reviewed briefly for new member.
Meeting Minutes for 5/16 and 9/27 were unanimously approved
Transfer request for funds to pay insurance policy on old school, $2047 additional dollars, vote 3 to 0 request.
School is vacant therefore the insurance rate is higher.
Discussed capital spreadsheet –What is Capital Spending?
Reviewed spreadsheets prepared by Melissa. Frank handed out his notes from capital meetings with Melissa and Jim.
Added baseball field costs to capital. Location of playground in relation to other Town needs.
Added worksheet for Transfer station in the capital budget. Discussed the need for high-speed internet at transfer station.
Request from Highway department miles and hours on equipment.
TIP program – only 2 bridges qualify for the state highway program.
Request miles on police cruiser
Add to capital spreadsheet for the community center. Add Pavilion (proposed) costs for 2024. Additional Operating costs.
Add to capital spreadsheet for Library.
Plan to share concerns about prioritizing informed planning with Select Board and Planning Board in a letter.

Frank is to meet with Sean Tryon, Fire Co.
