MONTEREY FINANCE COMMITTEE MEETING MINUTES

Meeting Date:  5/16/22

Finance Committee Members Present Remotely:   Michele Miller, Chair and Frank Abbott

Finance Committee Members Absent: Katrina Fitzpatrick

Others present remotely: Justin Makuc and Susan Cooper

Meeting opened at: 4pm

Abbott made a motion to nominate Miller as chair of the finance committee. Miller seconded, passed with unanimous approval.

Abbott was sworn in on 5/15/22 and was given an email address.

Miller proposed code of conduct for finance committee:

1. Agreement that no single member of any board will take actions or make statements on behalf of that board without a vote and consensus of the current board.
2. No member of the board should file an open meeting law complaint without first addressing the issue within the board in hopes of curing the violation.
3. Consider the policy about the cost of requesting documents.
4. Make it a priority to improve online meeting technology and use training to improve audio and video quality and participation.

Reserve fund transfer for the fuel account - original appropriation was $20,000, amount requested today is $1,982.70 to fuel town vehicles. Miller made a motion to approve the reserve fund transfer, Abbott seconded, passed with unanimous approval.

Discussion of goals for the year, including budgeting, capital planning, and adopting financial policies. Capital planning process should start with the select board before budget discussions and involve speaking with Public Works and the Fire Department.

Miller proposed scheduling a meeting with the accountant to review the town financial policies.

Next meetings:

June 14^th at 5pm for Finance Committee

June 16^th at 5pm as a joint meeting with Finance and Select Board to focus on capital planning.

At 4:30pm, the meeting continued as a joint Finance and Select Board meeting.
