FINANCE COMMITTEE MEETING

MAY 4, 2020

MINUTES

The meeting was called to order at 4:31 PM.  The proposed FY 2021 budgets and articles were reviewed and discussed.

The proposed article dealing with the purchase of two Freightliner trucks was reworded to recommend the purchase of one truck with the savings being allocated to the reduction of the tax levy for FY 2021.  The one truck would be financed out of the Stabilization Account.

The proposed article regarding authorizing the Assessors to appropriate funds from Free Cash was reworded to increase the amount to $301,585, which would leave a $25,000 balance in Free Cash.

Discussion of Don Coburn’s bylaw change resulted in a decision to seek further clarification from the Department of Local Services regarding the relative roles of the Finance Committee and the Select Board in the budget preparation and presentation.  Jon proposed an email regarding this subject which was approved.

In accordance with the Select Board’s request, Rebecca reworked the Warrant’s Article Summary to reflect the Finance Committee’s FY 2021 budget recommendations.  It should be noted that FY 2021 “Budget Request” column should include the “requested” warrant figures and that the language in parenthesis after the Total of Special Articles (not including borrowing, use of Free Cash or Stabilization) should be deleted.

The Minutes from the 4/7 and 4/29 were reviewed and approved.

The meeting was adjourned at 5:55 PM.
