Minutes of the Finance Committee meeting 6/27/23

Finance Committee members present: Ilene Marcus, chair, Jeff Zimmerman, Frank Abbott

Finance Committee members absent: None. 

Also Present: Laurie McArthur (Select Board secretary), Melissa Noe, Mickey Jervas, Susan Cooper, Sophia Bletsos

Call to Order 5:03pm

Agenda items to be discussed:
1. Transfers and Allocation Requests

There is one reserve fund request for $413 for insurance and bonds. The request was due to unanticipated increases in insurance policies in the treasurer’s office.  The Finance Committee signed the transfer document.  

There is a transfer request from the Fire Department. Ilene made a motion to approve the transfer request of $363.98 from the Fire Dept uniforms to Fire dept. other.  Call a vote-Ilene- yes, Jeff-yes

There is a transfer request from the Fire Department Jeff made a motion to approve $260 from the Fire Dept uniforms to Fire dept. other for CPR training.  Call a vote-Ilene- yes, Jeff-yes

There is a transfer request from Grant Writing to Town Counsel. Jeff made a motion to approve $1,620 from Grant Writing to Town Counsel.  Call a vote-Ilene- yes, Jeff-yes

There is a transfer request from the Treasurer for unemployment to payroll expenses.  Jeff made a motion to approve $1,016.19 from.  Call a vote-Ilene- yes, Jeff-yes

2. FC Candidates

            Jeff discussed ideas regarding individuals who have experience with Town Government vs individuals who have experience with Town Government.  The Finance Committee discussed the candidates and said that they would like to have a member who has experience with IT.  The Finance Committee identified Roger as a candidate they would like to further discuss.  

3. Old Business

            Ilene inquired about the Capital policy and asked if Jeff had been able to review the material.  Jeff will review the material and the Finance Committee will discuss this at the next meeting.  The Finance Committee will come up with a plan regarding zero based budgeting.  Jeff will meet with Melissa to discuss the current budgeting process.  

4. Public Comment

            Mickey discussed mandated training occurring on August 1, 2023, along with a heads up that there may need to be a transfer request for funds if funding for training is not currently available.  The Finance Committee discussed pay options for trainings when training is scheduled during a day off.  The Finance Committee discussed considering asking the Select Board to look into a policy regarding payment for trainings for part-time employees.  Melissa presented the idea of possible mileage reimbursement as opposed to travel reimbursement.  Susan presented the idea of a training budget for each department, and suggested this be considered for the FY24 budget year.  Ilene requested that Sophia provide a list of mandated trainings so the Finance Committee can plan.  
4. Approval of Minutes

Minutes will be approved during the next meeting.  
5. New Business

There was no new business discussed at this meeting
