Attendance: Kevin Fitzpatrick (Tree Warden), Gretchen Mann (Camp Half Moon Director), Atty. Glover, Sharelle Hicks

Public Hearings:

Public Hearing - An application for a Special Permit (Common Driveway) of Ellen Kurtz of 93 Fairview Road, Map #219, Lot #008 in accordance with the Monterey Zoning Bylaw Section 7.1

Atty Glover, for Kurtz, briefed the members and the public on the Special Permit application.  Ms. Hicks shared her comments and concern on the current storm water runoff that occurs since the new driveway cut and the impact on their driveway.  Glover replied that the common driveway has been in use for decades. The hearing will be continued to the next meeting. 

Public Hearing – Tree Warden – removal of a total of three (82) public shade trees (a mixture of ash, cherry and maple) that are dead, dying or leaning over the road along Beartown Mountain Rd which have all been marked with orange paint. 

RT questioned where on Old Beartown Mt. Rd the trees will be removed.  KF replied that the tree removal will begin where the pavement ends and the dirt road begins.  TS asked if it was going to be selective or a clear cut.  KF replied that it will be selective and only the damaged or a hazard to public safety will be removed.  The trees are currently marked with orange paint.  RT stated that he will conduct a site visit of the trees marked.  KF offered to be available to anyone who would like to ask questions or missed the public hearing.

Continued Meetings:

Preliminary Site Plan Review – Camp Half Moon – Discussion – continued 

Gretchen Mann, the director,  briefed the members on the preliminary plan.  Ms. Mann stressed that the plan is very preliminary and that the camp is not closing.  RT commented that a road would have to be built to access the lots.  TS recommended that Gretchen review the common driveway bylaws for Monterey.  RT recommended to reach out to the engineers, Foresight Land Surveyors, for guidance on the current bylaws. GM asked how the use would change and how the plan would affect the current real estate assessment.  RT and TS recommended to reach out to the assessors for those answers.  Discussion continued regarding the requirements for wells and septic.

TS informed members the ruling on quorum. 

Review Correspondence

Mail was reviewed from Great Barrington ZBA

ZBA review request for 153 Main Rd.

Discussion ensued that the Planning Board was not informed of the intention of the extra piece of property that was added.
