Board of Health Members Present: John Makuc, Tom Mensi, Mort Salomon

  1. 18 Camp Half Moon Rd septic extension request

James provided a brief update of when Camp Halfmoon was sold and there was the requirement of Title five would need to be completed.  James said that in the likelihood it would fail Title five, improvements were made, and two years were given to complete this task.  James said that it was unlikely that the deadline was going to be met, and the bids and proposals will likely push the project out approximately six years.  Mark said that there are six systems total going in, and they were requesting a three-year extension. Mark said that they were going to try and replace the worst two first, and then replace the remaining ones as time follows. 

John asked if any systems were failing currently.  Mark reported that nothing is overflowing now, but he did not believe they would pass.  James said that the Board of Health can grant additional variances.  James suggested a contingency plan be put into place in the event the camp decide to sell.  James said that if a new camp director were hired then they need to contact him as soon as possible so this project can continue, and an agreement can be created.  Tom said that he thought they needed to create a schedule and stick to it. 

James agreed the applicant should write a letter and submit it to the Board for review.  Tom said that firm dates will need to be presented in that letter.  James said that he was concerned about the Fire Department Board of Health incident and mentioned this to Camp Kimama.  James said that he wanted to have a meeting in the spring with the Board of Health, Fire Department, and Police Chief prior to camp starting to prevent miscommunication.  The plan is to discuss building issues, kitchen issues, and the 911 miscommunication calls.  James reported that there had been incidents that occurred during the last few years but were not handled properly by the camp, so he said that they want to meet with the Camp director to help prevent these issues.  James asked if they could create the document prior to the next Board of Health meeting to present to the Board.   

The Camp representative will return on January 22, 2024, and they will have a document prepared by their attorney for the Board of Health to review that will contain specific dates.  This will be tabled until January. 

 

  1. Housatonic Basin annual water test report

This was not discussed during the meeting.

  1. Health Agent updates

James said that his is only working on some routine things, such as renewals and perks.  He said that he has been working on wrapping up flu season.  They purchased all of their Covid vaccines.  James said that they did not obtain a second nurse.  James reported that they ran out of Covid vaccines, but the state is going to come out and provide some additional doses. 

James will assist with the Beach permit in the Spring and the fee will be waived. 

 

  1. Unanticipated business

James inquired about the Community Center.  John said that they were obtaining plans for the pavilion.  Mort said that they had been considering a variance and were now looking into construction for a second bathroom.  Tom said that there were some ARPA funds available that the Community Center may be able to investigate. 

Tom reported that the playground had been completed.
