Minutes of the meeting of 3/20/20

Meeting Opened at: 4:30pm

Select Board Members present remotely (phone conference): Donald Coburn, Acting Chair, Steven Weisz

Also in attendance: George Cain, Jon Sylbert, Rebecca Wolin

The Board met with the Finance Committee to discuss the following FY21 budget items:

  1. It was confirmed that March 25th is the current deadline for citizen petitions and warrant articles.
  2. The impact of the current COVID situation was discussed and how that will impact any budget proposed to the town.  Discussion also ensued about how the state will be addressing elections and town meetings and the ability to postpone them.
  3. The Board has received options from the employees on the health insurance proposal from the Finance Committee and will be discussing it at their next Board meeting.
  4. Rebecca stated that she would not approve anything until these remote meetings were held via zoom so that everyone could see each other.  The Board noted her suggestion [not all town computers have audio or cameras so this is not a possibility at this time].  She also stated that she feels there shouldn’t be any raises to employees this year.
  5. We are still waiting on information from Unibank on the revised borrowing options.
  6. Discussion ensued on what could be cut if needed if the COVID pandemic was to get worse and whether it makes sense.  Jon suggested that cuts aren’t necessary but we may want to add more funds to the reserve fund to allow the town more access to emergency funds.

The following items were discussed:

  1. Loan subordination:  Don and Steve both feel that the town is not in a position to subordinate the town’s interest to a private individual who asked for that relief Asked Melissa to advise applicant to contact the lending agency.

A motion was made and unanimously approved to adjourn the meeting at: 5:05pm
