Minutes of the emergency meeting of 6/1/21

Select Board Members present remotely: John Weingold

Steve sent an email noting that he would not be attending as he thought there was no need for an Emergency Meeting, as it is his understanding that Melissa Noe will take the lead to get the Massworks Grant done and filed by the date due.

Also present: Michael Johnson, Rebecca Wolin, Don Coburn, Terry Walker

Items discussed:

1. Justin explained that on May 5^th the Board hired Terry for 100 hours to work on the Massworks grant with assistance from Melissa Noe, Town Administrator and Shawn Tryon, Director of Operations.  On May 28^th Terry sent in her resignation as grant writer.  Justin made a motion to decline accepting Terry’s resignation due to the circumstances changing since Friday.  Justin explained that the reason for calling the emergency meeting was because the grant writer resigned a week before the application was duedue, and he wanted to ensure that we could still submit the best possible application and possibly bring Terry back to work on the grant.  John wanted to know what changed between the date of the resignation and today:  Justin said the focus should be on finishing and perfecting the grant over the next 4 days but the change was that, when she resigned, Terry had been under the belief that she couldn’t access the grant, and now it is clear that she does have access to the grant. While Terry claims that she didn’t have access to the grant on Friday, Melissa says that Terry has had access to the grant throughout the entire process. Terry said that she is willing to stay on to finish this grant.  John seconded the motion and there was a vote to decline Terry’s resignation from her grant writer position. John, yes, Justin, yes.  Both members agreed that we need to talk more about how the grant process went and why Terry resigned, but that this discussion should occur at a later meeting after the Massworks grant has been submitted.  The motion passed unanimously.
2. Plan to finish Massworks grant: Justin reported that Terry will be working with Melissa and Shawn to complete the grant, as initially voted on by the Board during the May 5^th meeting.  John wanted to know if it was supposed to be Shawn and Melissa helping Terry, or Terry helping Melissa and Shawn. Justin responded that the May 5^th select board vote was for Terry to write the grant with the assistance of Shawn and Melissa, but that who is leading and who is helping is not always a clear distinction.  A motion was made to take up the grant writing process again at a future meeting.  The motion was not seconded or voted on.

A motion was made and unanimously approved to adjourn the meeting at: 4:15pm
