Minutes of the meeting of 11/17/23

Select Board Members Present: Justin Makuc, Chair, Susan Cooper and Frank Abbott
Also present remotely: Donna Brewer, Town Counsel
The Board met with Town Counsel to discuss the process for compiling the Select Board reviews of the Town Administrator into one composite evaluation.
Justin said that he reached out to both Town Counsel and the Collins Center and the Collins Center would prefer that Counsel prepare the composite evaluation since we are still working on a contract with Collins Center for Human Resource consultant services. Justin reported and Counsel confirmed that the review of the composite summary cannot be done in executive session unless there is a need to discuss charges or complaints, discipline or dismissal of an employee.
Justin proposed that each Board member send their evaluation to Counsel and cc Melissa, and Melissa should send her comments to Counsel and cc the individual Board member. This should also include any follow up comments from the individual meetings. Counsel will then prepare a composite evaluation and share it with the Board. The Board unanimously agreed to this process. Donna said that if she received everything by Monday morning she can have something to all by Wednesday. The Board will then schedule the meeting for performance evaluation on the 28th of November. Donna advised that the Board can post an executive session to discuss negotiation strategy as well for the 28th should it be decided during the meeting that the Board will enter into negotiations with the Town Administrator for a new contract. There was a general consensus to post the executive session for negotiation strategy in case it needed to be used.
Justin noted for the record that the Collins Center was timely and responsive to his emails and that was appreciated.
A motion was made and unanimously approved to adjourn the meeting at: 11:50am
