Minutes of the meeting of 1/23/20

Meeting Opened at: 4pm

Select Board Members Present: Kenneth Basler, Chairperson, Donald Coburn and Steven Weisz

Also in attendance: Shawn Tryon, George Cain, Jon Sylbert

The Board met with Shawn Tryon, Director of Operations to discuss the FY21 budget requests for the transfer station and highway department.

Transfer Station proposed budget:  Employee wages includes a 2% cost of living and an additional 30 minutes per shift for clean-up, shoveling and other situations that may arise causing the attendants to have to come in early or stay late.  The hauling has gone down due to the excellent job all the residents and the attendants have done with separating their recyclables but will increase by an estimated $8,000 for the additional charges we will have to pay going forward to dispose of at the MRF (Materials Recycling Facility) in Springfield as well as a contractual increase to the hauling charges.  The total increase would be 1.24%.

Highway Department proposed budget:  All employees were calculated with a proposed 2% cost of living increase.

  1. Highway overtime from April – October was increased by $500.
  2. Highway Operations will increase by $21,920 but $20,000 of that is because the former line item “Machinery & Tools” is being consolidated under highway operations.
  3. A new line item will be created for OSHA updates and compliance at $5,850.  The highway, fire department, police, transfer station and administration are all now required to be compliant with OSHA regulations and we have purchased software that will assist us in doing this.
  4. An increase of $25,000 has been requested for the capital line item

Shawn did not have all the information yet to discuss his request for 2 Freightliner M2’s so a separate meeting will be scheduled at a later date once all the information is available.

A motion was made and unanimously approved to adjourn the meeting at: 5:15pm
